Setpoints not followed for some zones in ASHRAE9012016_Hospital_Denver building

I am experimenting with Energy plus and the prototype building ASHRAE9012016_Hospital_Denver.idf (distributed with E+ in ExampleFiles folder) and according to my understanding temperatures in all zones should be kept between 21°C and 24°C.
Nevertheless when I run the simulations for this building the temperatures in operating rooms (OR1_FLR_2, OR2_MULT5_FLR_2, OR3_FLR_2, OR4_FLR_2) seems to be kept well bellow 21°C with 21°C as the upper bound and no obvious lower bound. This can also be confirmed by looking at the simulation output summary tables.
If the zone temperatures should be indeed kept bellow 21°C I am wondering why (where can I find this settings in the idf file), if the zone temperatures should be between 21°C and 24°C I am wondering what is wrong with the HVAC system in this prototype building....
