Issues with CBECC-Com Envelope Only?

I'm working on a pretty simple compliance model only looking at the envelope, but the results are showing some pretty drastic changes in heating and cooling (I've slightly tweaked the glass and opaque wall constructions, but everything is very similar or identical to the baseline, confirmed in the resulting IDF files). I seem to recall there might be some setting that needed to be set to get a simulation without an HVAC system defined to work (I've got the zones defined, but no system, and again it seems to be created correctly in the proposed IDF file) - does anyone know what that might be or have other suggestions?
(I can provide files if needed, but was hoping it might be some simple settings to check)
I've tested out updating the constructions so that everything in the model is that standard T24 baseline, and I'm still getting 68% savings.
