variable volume flow controller

I am trying to model a air handeling unit that always runs with 100% outside air.Also the volume flow in the room should be dependent on the CO2 concentration only, not room temperature or anything else. I have already tried it with a SetpointManager:Scheduled and a "ZoneControl:ContainmentController". That it always has 100% outside air works, but the dependency on the CO2 concentration does not. Has anyone of you ever done something like this and an example? Would like to upload a drawing with the scheme of the plant, but it does not work. Would be very grateful for your help.

I suggest taking a look at the DOAToPTHP.idf reference model that's included in ExampleFiles of the EnergyPlus installation (attached, just change extension from .png to .idf). The system is described as:

Each AirTerminal:SingleDuct:Mixers specifies outdoor air flow rate for each zone with OutDoor Air Method = IndoorAirQualityProcedure in DesignSpecification:OutdoorAir to control indoor CO2 level below the setpoint.
