I have modeled a study case using ideal load air system, because I would like to evaluate just the energy performance of the building.

If I use ideal air load are "District heating and cooling consumptions" in term of electrical energy, or are they as primary energy?

"Primary energy is an energy form found in nature that has not been subjected to any conversion or transformation process. It is energy contained in raw fuels, and other forms of energy received as input to a system. Primary energy can be non-renewable or renewable. Primary energy sources are transformed in energy conversion processes to more convenient forms of energy (that can directly be used by society), such as electrical energy" - Wikipedia

No. For the ideal loads air systems, the district heating and cooling energy are the total (sensible and latent) heating and cooling energy delivered to the supply air stream. This represents the equipment output energy, not input energy.
