water-cooled chiller and cooling towers are not operating, but air-cooled chillers are

I added a condenser loop with a water-cooled chiller and 2 cooling towers to an energyplus model that also has 2 air-cooled chillers. When simulating the model, the air-cooled chillers both run, but the water-cooled chiller and cooling towers aren't turning on (when looking at the monthly report, they are all zeros). I have confirmed that the water-cooled chiller is listed in the PlantEquipmentList. I worry that I have somehow bypassed the condenser loop in my setup or I'm missing some random node or component. How can I QC for this? And/or what else could be causing this problem?
