Fanger Model PPD output problems

I have a model with HVACs in EnergyPlus and i have this people objects : All peoples are in zones allDays until 24:00 , Fraction Radiant: 0.3 in all zones , Activity schedule: allDays until 24:00 with value 117 , Work efficiency:0.7 , Air velocity: 0.25 clothing factor 1 ,1 people per zone and i use PTAC HVAC the Zone Air Temperature change to the setpoint .I try 15 to 30 setpoints and the PPD comfort outputs is always 100% can help me anyone ?

Work efficiency 0.7 is not reasonable.

Usually it shlud be 0 or around it. It rapresent the mechanical work done by people, e.g. the difference in height going up the stairs that in a minimum part of the metabolic rate.
