@FatemahDashtiFractional is a type of schedule where values are between or equal to 0 and 1. Can you specify where you see Fraction in relation to schedules in OpenStudio? Fraction is used in many other contexts as a field label for specific objects. One example would be Fraction Radiant or `Return Air Fraction" from Lights Definition objects.

I am sorry to open an old issue.
However, I stumble upon similar problem here.
I exported a revit model to gbXML format, the exported schedules are denoted as "Fraction".
I assume this type is the equivalent to "Fractional" in the native openstudio model.
