Using OS 2.7, trying to run the measure to create System 7 under ASHRAE, and I'm receiving this error.

What is the link in the BCL to the measure you are using?

Probably https://bcl.nrel.gov/node/82782. The measure is likely trying to delete something that was already deleted and should be updated.
