Outside air temperature based setpoints

Is it possible to define setpoint based on outside air temperature in EnergyPlus? I am looking to control the temperature, minimum flow, and damper position. I guess there is an option to use EMS to achieve this. Any help in setting such controls.

This is very similar to the question I answered here. There are two basic approaches: 1) Use EMS to control actuators based on the weather data or 2) Pre-process the weather file upfront to create your IDF.
