chiller load is not meeting Cooling coil Load

Chiller load is not equal to the cooling coil load in the problem attached below. what's wrong?. I tried increasing the safety factor from 1 to 1.25 and then it is able to cater the cooling coil load. But wanted to why it was unable to do the same thing with safety factor of 1? what's wrong in this problem? link text

observe the columns E,G,H

E: Cooling coil total cooling load

G: Chiller Total cooling load (Evaporator)

H: Represents difference between E and G. "-" indicates E is greater than G (unmet load).

Now why there is so many "-"'s in G? which means chiller is not meeting the load...Why is it so? why it was not properly sized?

Why there is too much (2000 units) difference which is unnecessary? why so much of TR is generated by chiller when it is not required??

We need much information to answer your question. Do you have energy storage? Are there other cooling coils on the system? What are you using for design days? What kind of chiller is it, and if water-based-condenser, is the chiller being limited by the cooling tower?
