I am using ASHRAE 90.1-2010 to build a baseline model of a recreational facility. The facility contains an ice arena and I am trying to understand if I need to model heat recovery on the chiller.

Section '6.5.6.2 Heat Recovery for Service Water Heating' states the following:

6.5.6.2.1 Condenser heat recovery systems shall be installed for heating or preheating of service hot water provided all of the following are true: a. The facility operates 24 hours a day. b. The total installed heat rejection capacity of the water cooled systems exceeds 1800 kW of heat rejection. c. The design service water heating load exceeds 300 kW.

6.5.6.2.2 The required heat recovery system shall have the capacity to provide the smaller of: a. 60% of the peak heat rejection load at design conditions, or b. preheat of the peak service hot water draw to 29°C.

Exceptions: a. Facilities that employ condenser heat recovery for space heating with a heat recovery design exceeding 30% of the peak water-cooled condenser load at design conditions. b. Facilities that provide 60% of their service water heating from site-solar or site-recovered energy or from other sources.

The facility does not open 24 hours a day, however the ice plant is running 24 hours a day. Assuming the facility meets the rest of the criteria for installing heat recovery in the baseline, do I have to put in a heat recovery chiller for the ice plant?

I would say not, as the facility does not operate 24/7; and 6.5.6.2.1 explicit has 'all are true'. The Ice equipment operating 24/7 is no different than 'normal' chiller which operates 24/7 to keep a building conditioned (even during unoccupied set-back). The typical places this has come up in my experience are hospitals or 24/7 airports; though I am sure there are other examples of 24/7 facilities. (prisons? 911 dispatch / fire/ police? maybe?)

I agree with what @dradair is saying, but I just wanted to mention that Table G3.1 Baseline (f) indicates that a condenser heat recovery system is required for 24-hour-per-day facilities regardless of the exceptions to Section 6.5.6.2. You still don't need to include it since your facility isn't 24/7. However, just wanted to point this out since you included the exceptions in your question even though they aren't applicable to the Baseline building in Appendix G.
