Fail to provide chilled water cooling from District cooling (designbuilder exported file)

The idf file was exported from Designbuilder. And I tried to implement HVAC Template:Plant:Chiller as DistrictChilled Water in v8.8. However, there is no District chilled water to provide cooling but Fan power increased a lot.

Is it because designbuilder exported file could not implement District cooling ?? OR, any other reason that the district chilled water do not work in v8.8?

As I have tried to implement district chilled water from rhino exported file with v8.9.
