I have to model AirCooled Chiller which will use AHU condensate water to cool ambient air using CelDek Pad as a precooling strategy to increase Chiller efficiency. How i can model this in Design Builder/Energy Plus.

The simplest approach would be to set the Chiller:Electric:EIR Condenser Type to EvaporativelyCooledand adjust the total water use with a side calculation.

The more detailed approach would be to connect the chiller Condenser Inlet Node Name to the evaporative cooler outlet node, but I do not know if this less common type of connection can be done with DesignBuilder. If you were to construct this in idf outside the interface, you may need to create a dummy zone to receive the air from the evaporative cooler and use a zone exhaust node to feed the chiller condenser air inlet. Current EnergyPlus (v9.0 and some versions before) allows an air loop with no return path.
