How to model a ground water open loop in E+ with Water Cooled Condenser for refrigeration system?

Based on IOref and this question, the model should be quite straight forward, But there is not any flow in the condenser loop. @dradair could you suggest something?

model setup: No error in loop (it seems) . I tried removing the bypass on supply. I tried to use PlantEquipmentOperation:Uncontrolled and Cooling. I tried a SetpointManager: Schedule in both Condenser Inlet and Outlet Node

The only error reported by E+ is that the WARNING "Requested condenser water mass flow rate greater than maximum allowed value" but the maximum is not used even if the log say that E+ reset the flow to the maximum. What is Happening?

Even increasing the DT in the loop do not solve the issue
