Can you describe your plant loop a bit? Is your pump set a "Continuous" or "Intermittent"?

My pump is continuous, I have included images of the pump settings and the loop settings

Can you post a picture of the plant loop itself, so we can see what's on the supply and demand side? Have you tried setting the pump to "Intermittent"?

I have posted the picture on top and yeah I have tried using intermittent pump setting also.

I have resolved the error by setting the Reference Temperature Type = OutdoorAirDryBulb in the Setpoint manager FollowOutdoorAirTemperature. Previously it was OutdoorAirWetBulb.

What I do not understand is the physics involved in this. Could you please explain this phenomenon ?

I have attached a picture of the updated loop. image description

It should work properly with OutdoorAirWetBulb, but the temperature inputs need to match your cooling tower design. Offset Temperature difference should be roughly the same as your cooling tower approach, maximum setpoint temperature should be near the CT's EWT at design conditions,e tc
