Is Energy Pro approved for Energy star certification?

4-story multifamily building in Arizona wants Energy Star certification. Research shows it's same as EDR measure used in California Title 24, with 2016 IECC building set to 100. Can we use Energy Pro or CBECC to verify energy star certification? Do we have to use Res/Rate?
