Is Genopt able to optimize the geometry at certain operation condition only?

Or it is able to check all the design options (based on the design variable ranges) at every hour (or time step)?

You will need to formulate your problem in the form explained in Chapter 4 in the GenOpt manual (https://simulationresearch.lbl.gov/GO...). Then you can use GenOpt to solve the optimization problem.
