In the results I found that my building needs cooling throughout the year (even in winter) at the same time it needs heating in winter. can the building need heating and cooling at the same time?

Yes, you can have a core zone that needs cooling year round while perimeter zones are in heating.

In general yes, but not in BEopt.

There can be both heating and cooling within a given month for swing seasons, but you cannot have both heating and cooling at the same time (e.g., for a given hour). For residential buildings, only the heating or cooling system will run at any time.
