what is the best way to represent an outdoor pool of water in E+. I am aware about the Swimming Pool:Indoor object but I am sceptical about its use for outdoors.

GroundHeatExchanger:Pond might be an option. But it may be better to use a side calculation and add it as Exterior:FuelEquipment (works for both gas and electricity). Or if it is heated by central plant equipment, add the load using LoadProfile:Plant.
