Does PAT read in all the utility cost data from OS? It seems this would not be quit correct since a tariff schedule is not part of OS yet. Do you need use the Cloud service to fully analyze Life Cycle Cost? Thank you, Matt

You are correct that utility tariffs are not yet part of OpenStudio. This EnergyPlus measure loads tariffs in IDF format and adds them to your IDF before simulation, this is currently the best way to investigate utility tariffs in OpenStudio. You can follow this feature request for updates on when a full utility rate GUI might be added to OpenStudio.

Dear Mr. Macumber, I see the Xcel Tariff Selection feature. Is this currently the only method to assign utility costs and perform LCC analysis with PAT?

Yes, this is currently the only way to add utility tariffs using PAT. You can copy that measure and edit the IDF resources to add your own utility rates. You may find this tutorial useful along with the measure writing guide.
