CalcGasAbsorberChillerModel: Condenser flow = 0

I'm trying to model a ChillerHeater:Absorption:DirectFired in EnergyPlus. I keep getting an error for Condenser Flow = 0.The severe failure occurs during the warmup period (1/21). I am guessing it is because the cooling tower isn't running even though it should run year round.

I have tried the following:

1. Changing condenser pump from intermittent to continuous (no change).
2. Changing cooling tower operation to PlantEquipmentOperation:Uncontrolled
3. Hard sizing the absorbers (no change)
4. Hard sizing the condenser water pump

What do I need to do to resolve this error?
