LEED Proposed: Mechanical equipment efficiencies

Hi, in appendix G I found this sentence referred to HVAC system at design stage: "Mechanical equipment efficiencies shall be adjusted from actual design conditions to the standard rating conditions specified in Section 6.4.1 if required by the simulation model".

My question is simple: what does it mean? Should I override the equipment data I found in the data sheet with the one in section 6.4.1? What does "if required by the simulation model" mean?
