Design Builder VAV Reheat with Water Cooled Chiller

Hello guys I am trying to build a detailed HVAC system for my model and I followed this tutorials part I and II

on the thermostat scheduled I used the occupancy schedules for each zone I have (offices, conf_rooms, toilets, etc) then I used a temp difference instead of air supply temp. of 11.11 c like the tutorial

On the activity tab I set my setpoint for cooling to 24 and set back at 28, for heating 22 and 18 respectivitly

however when I ran the simulation I am getting the indoor temp to be way out of this range, sometimes I get 7c only and my Fanger PMV is -3 on average, my task is to reach -.4 / .4

what control should I look at first to solve this?
