Set R-value of Insulation for Exterior Walls to a specific value measure and Set R-value of Insulation for Roofs to a Specific Value Set should do what you want. You can add them into PAT, and then make measure group options and design alternatives using different insulation values.

Thanks David for your reply, What I want to do is change the insulation thickness directly not the R value, let's say my wall has insulation layer 1 inch and i want study the effect of insulation thickness change from 1 to 3 inch with 0.5 step. How can i do that ?

The measure alters R value by changing the insulation thickness, vs. changing material properties or adding a new layer to the construction. Looking at material properties you could calculate the the R value delta needed to achieve the 0.5 inch thickness delta you are looking for.
