Error in "create baseline building" measure

I am running Create Baseline Building measure in O.S. 2.1.0 for medium office building.
When I tried to run this measure, I got following message.

[18:57:09.926114 ERROR] :/ruby/2.2.0/gems/openstudio-workflow-1.2.1/lib/openstudio/workflow/util/measure.rb failed with message Runner error :/ruby/2.2.0/gems/openstudio-workflow-1.2.1/lib/openstudio/workflow/util/measure.rb failed with Measure 46ca3be9-a702-4955-b5b9-36bd9ca703dc reported an error with ["The fuel type was not able to be determined for any zones in this model. Run with debug messages enabled to see possible reasons."]

Even I run with debug message, I could not figure out how to approach this problem.
Any help on this error would be appreciated.

what is the HVAC system you have in your model? You need to define one so that the baseline building measure knows whether to use a gas baseline or electric baseline.

@mdahlhausen is right, you need to include an HVAC system in your proposed model so that the baseline system type can be determined. The proposed model's HVAC system doesn't actually have to work, it is just used to determine whether the baseline HVAC system should be gas or electric. Also, like the error message says, you can re-run the measure with the debug checkbox turned on to see more details.
