Use a constant schedule of 1.0. Schedule:Constant is a quick way to define one. For People, it's a little more complicated. Both the Number of People Schedule and the Activity Level Schedule need to be constant. Also, by default the Sensible Heat Fraction varies depending on the zone conditions. So, you would also need to specify a fixed value for that.

I change Constant schedule to 1, but all my internal heat gain become zero, what should I do?

If you haven't solved this by now, please share the idf file so we can see exactly what schedule you changed.
