If you right-click on a plot in results viewer, you can toggle on/off Autoscaling the Left Axis (y-axis), but cannot input limits.
There isn't a function to export .csv data from Results Viewer.

Dview is replacing Results Viewer in OpenStudio v2.3.0, which gives much better functionality and allows you to export to .csv (the Dview file itself is a .csv file).

If you want to stick with an older version of OpenStudio, there are several ways to export meter or variable results to .csv: EnergyPlus output variables in OpenStudio, Getting csv from sql

But, OS v.2.3.0 is not released, is it?

OS v.2.3.0 will be out within the next week. You can use one of the methods at the links I provided in the meantime.
