Running HVAC in rated power when on in EnergyPlus?

Hi all, I am trying to optimize the energy consumption of the house so that the cost of electricity is minimum.I am considering Time of Use(TOU) and real-time price(RTP) for price of electricity. For modelling HVAC for the optimization, I am using simple ETP model of HVAC. In the Equivalent Thermal Parameter (ETP) model, HVAC consumes the rated power when on and consumes 0 when off to maintain the temperature within a heating setpoint dead band (22°C-24°C) in winter months. I am able to find the optimum schedule of HVAC and also create dead band around heating setpoint using EMS. But the problem is, in EnergyPlus, HVAC consumes power based on heating load and consumes power less than the rated power. When I provide the optimal schedule to the EnergyPlus, the HVAC runs below the rated power and thus temperature is not even close to setpoint dead band. Is there a way to run the HVAC in EnergyPlus in rated power when On schedule provided and 0 power when OFF schedule provided as in ETP model??
