It looks like December to February are summer in Sydney when cooling is most common. Some cooling in the adjacent months also during spring and autumn.

That would depend on the specific building, the types of internal and external loads, etc.

Hi - Currently I am working on a high rise 30 story building in downtown Sydney where first 20 floors are offices & last 10 apartments are luxurious apartments.

As Jason mentioned, it depends from case to case, my building needs cooling from September to May (9 months) because of very high internal gains & 80% WWR. Though some of the days it's going to be simultaneous heating & cooling because of a internal gain difference between core versus perimeter spaces.

Also, the urban Island effect will make a huge impact on our cooling. Hope this feedback gives some more thoughts.
