EPACT Tax credit energy models

I'm not quite sure this question belongs on this forum, but I'll ask anyway.... NREL just published new modeling guidelines for the "Commercial Building Federal Tax Deductions... in 2016 and Later". It's not clear to me whether these new guidelines (which are more stringent) apply to buildings constructed after 1/1/2016 or those receiving energy modifications after 1/1/2016.

Can one of you enlighten me on that topic or point me to a reference? Thanks in advance.

The new guidelines apply to any application for the 179D tax deduction on projects on or after 1/1/2016. The guidelines apply to new construction and retrofits.
