Business Question - PE Required?

Hello -

I am an engineer with an MS in ME and 10 years experience in mechanical design and energy modeling. I am starting my own practice in energy modeling and building automation and I'd like to know if I'm going to run into significant barriers without having a PE? Here in New York, NYSERDA (state energy funding resource) requires a PE to qualify for the their energy modeling funding opportunities. Any thoughts are appreciated.
