EnergyPlus Unmet Hours - Controllers?

All; I seem to be running into an issue with a VAV (Dx/Gas) system with Elec Reheat FPB's and HeatRecovery where I am not meeting setpoint in a large number of zones on a system. Am I missing some DAT controller? OR is there such in E+? I do have a warmest DAT reset with a 5F reset, but this doesnt seem to resolve the issue. So - in short - what controllers should i ahve on a non-unitary (airloop?) system for this? I have OA controllers, but when I try to add other setpointmanagers to the system, errors results.....ideas?

Bit of a clarification - When the system is Hydronic and not Dx/Gas there are controller:wtercoils controllers which control the coils (yes?). And the system performs as expected / low unmet hours. but with Dx/Gas the system appears confused of how to control the coils, or DAT, or mode of operation (heating / Cooling). So, really my question is: "Is there a comprable control or some other object/thing / input I am missing on a Dx/gas vav system?

The DX coil cannot just sit on the airloop, which kind of wrapper are you using with the DX coil, unitary or coil system?

Its part of a Coil System. Not unitary. And Ive got a SetpointManager:MixedAir tied to the cooling coil....(i think). as well as a SetpointManager:Warmest to DAT reset. It is permissible/required to have both the SetpointManager:Warmest as well as a SetpointManager:Scheduled for the coil? Wouldn't these conflict?

Through reports...it looks like neither my cooling coil or any of my reheat coils are turning on....?....availability manager?

answering own question (taboo?) but want to leave it for others:

Project has series FPB w/ Elec RH, which requires a AirLoopHVAC:ZoneMixerobject....mine did not have the recirculation node from the zone listed - but it was listed in the AirTerminal:SingleDuct:SeriesPIU:Reheat....mildly surprised E+ let this run. But configuring this properly engages both the Zone RH& fans and the central fan/coils.
