Insufficient Refrigerant Charge/Airflow

Is it possible for EnergyPlus to model an existing split or packaged heat pump system with low refrigerant charge and/or insufficient airflow? If so, how can this be accomplished? Are there any existing measures that attempt to address the modeling of these types of real-world system issues?

This Measure, which is not yet published on BCL, and which was written by Performance Systems Development contains logic to "undercharge" a DX system. As described in the measure.rb file, the primary source used to determine the COP degradation factors was this NIST report.
