Ventilation system with scheduled air flow rate?

I need to model a ventilation system where I control with schedules BOTH the total air flow rate AND the air temperature, regardless of the heating/cooling needs of the zones. Is this possible? I have tried but I have found only the way to control the outdoor air flow rate, while I need to set the total air flow rate (outdoor+recycled). The outdoor air fraction is not an important variable in my case.

What I need to model is a pure ventilation system, but E+ always tends to use it as a cooling system and then override any air flow rate controller that I tried.

ZoneHVAC:OutdoorAirUnit with unit control type as TemperatureControl may serve the purpose here.
