What is the difference between the Dry temp from the weather file and the Environment:site outdoor Dry Bulb temperature? I plotted both and they don't have the same values.

Have you checked if the difference between the data in the weather file and the data reported by EnergyPlus doesn't come from the weather data interpolation that EnergyPlus performs at runtime?
