How to independently apply air flow rate and temperature?

I need to apply air flowing into a building zone at a certain flow rate and temperature. So far the HVAC tools available do not allow me to independently control air flow rate and temperature into a zone, though they allow me to control these indirectly through thermostat set points. I just want to control these directly. How to do it?

If you are using OpenStudio or EnergyPlus you can use a constant fan / constant volume zone conditioning component to control the flow and a setpoint manager to control the temperature of the air flowing into the space.
