The Installation Instructions do not mention that OS 1.5.0 is compatible with Windows XP so that's probably your problem. Also, Windows XP is no longer supported by Microsoft.

I am also having this error running Windows 8.1. The message: Error loading OpenStudio Plug-In: 193: %1 is not a valid Win32 application. - C:/Program Files(x86)/OpenStudio1.5.0/Ruby/openstudio/openstudioutilititiescore.so. Any help would be appreciated.

Windows XP is no longer supported, Windows 8.1 is supported. If the issue is occurring with the SketchUp plug-in then the issue is likely a Ruby version problem, please see this compatibility matrix.
