I am trying to model the shading effects from vertical scrims that have many circular holes cut out of them. They effectively allow more sunlight through than opaque shade, so an increased transmissivity on the shading surface would work. Is there a way to do this in OpenStudio?

You have the option to assign a fractional schedule to a shading surface as a transmittance schedule, shown on screenshot below. The use of a schedule vs. just a static transmission fraction allows you to model seasonal variations that you might see from trees.

You could also use a blind material in the window. It has inputs for screen properties. You may also want to look at an earlier post on complex shading.. Using the blind approach will only impact windows, while a large shading surface would also impact sun exposure on the base surface.

As a sneak peak, you will be able to do this in the OpenStudio application in 1.9.0

I tried the assign a fractional schedule to a shading surface as a transmittance schedule. It seems to work when you use EnergyPlus daylight, however if you use Radiance it looks like it does not take the fractional schedules at all.

That's correct, shading surface schedules are not supported with OpenStudio-Radiance at this time, only window-mounted shading controls. Sorry!
