Hi, the 10 CFR for projects that started after April 2023 references to ASHRAE 90.1, 2019 baseline model. I wonder if the GSA 30% reduction target as under 10 CFR part 433 is energy or energy cost (i.e PCI ) savings which includes BPF factors
