Could be a versioning error either in PAT or Ruby. You could try launching from a command line. Also check your Environment Variable paths for Ruby and "openstudio_meta".

3.8.0 and 3.9.0 had errors in them during the conversion from Ruby 2.7 to Ruby 3.2. We have taken them down. We've identified the issues and have a fix for them and will update as soon as we can.

Server 3.9.0 does work, so if you wanted to use docker desktop to start your own local server and have PAT 3.7 GUI connect to it as a remote server, you can find setup instructions for that in here

UPDATE: PAT 3.9.1 should have this issue fixed here. Please let us know if you continue to have issues
