Openstudio - PTHP more energy-intensive than baseboards?

I'm currently working on a model of a building serving multiple purposes of community centre, place of worship, and temporary housing. I'm having a problem in which the 'before' model, which uses only baseboard heating, is less energy intensive than the 'after' model, which uses heat pumps as the primary form of heating.

Left - 'before' model (baseboards only), Right - 'after' model (heat pumps with baseboard backup)

I've gone over both models with a fine-tooth comb and the only difference I can find is the addition of PTHP in multiple thermal zones (rated COP 4.4).

Hard to say without both OSM files. Consider sharing (e.g. public Google Drive)?

Hello, here are some questions for you to consider: do both models have similar unmet hours? what is the compressor minimum air temperature setting (PTHP)? did you turn the backup electric resistance heating coil off (PTHP)?
