Openstudio - PTHP more energy-intensive than baseboards?

I'm currently working on a model of a building serving multiple purposes of community centre, place of worship, and temporary housing. I'm having a problem in which the 'before' model, which uses only baseboard heating, is less energy intensive than the 'after' model, which uses heat pumps as the primary form of heating.

I've gone over both models with a fine-tooth comb and the only difference I can find is the addition of PTHP in multiple thermal zones (rated COP 4.4).

Hard to say without both OSM files. Consider sharing (e.g. public Google Drive)?
