How do I diagnose "Permission denied" ruby measure error?

I am running OpenStudio 1.7.1, SDK Core 3.7.0, and I am having difficulty applying the "Create ASHRAE 90.1-2019 PRM Model" measure from the BCL to create an Appendix G model. How do I diagnose the following error?

When running the measure, I get the following error:
