Greg, I've always derived fan power per the AHRI Standard, which has a fixed value for fan power at "x" capacity. For EER equipment, that has been 365W / 1000 CFM (773.3W / m3/s). Once that is known, along with the manufacturer EER, you can back into the COP needed for the coil.
I have developed some spreadsheet tools which derive this - and I know others have done so also. If you're interested, I can share my tools.
