I think I've solved most of this. I was using energyplus 23.2, and the compatibility matrix at https://github.com/NREL/OpenStudio/wiki/OpenStudio-SDK-Version-Compatibility-Matrix shows that openstudio v.3.6.1 is only compatible with 23.1. Downgrading to 23.1 has allowed me to run simulations.
