I have had this issue before as well. Mine was fixed by changing the setpoint manger on the HP loop. I assume right now the boiler and cooling tower are in parallel with scheduled setpoint managers after each on. Try setting up the boiler and cooling tower in series, with a dual setpoint manger on the outlet node of the loop. This is a new object in OS and in my experience it controls the HP loop better then the way it is done in the AEDG measure. See the link to when I asked this question for more information.
