This issue was reported at https://github.com/openstudiocoalition/OpenStudioApplication/issues/617. It was caused by the online BCL going down, the BCL is back online so this issue is resolved for now. There is a PR to the OpenStudio Application that will prevent this from occurring in the future if the BCL goes down again.
