You can use Availability Mnager High Temperature Turn ON and Availability Manager Low Temperature Turn Off.

It looks like your case doesn't even need an air loop. Another option is Zone Ventilation Design Flow Rate in Thermal Zones tab. You can use it as a Zone Equipment in your designated thermal zone and you casn set Minimum Indoor Temperature.
