As the error explains your temperature in your water fixture cannot be higher than the hot water that comes from your source which makes sense. So in terms of openstudio, the schedule that you use in loads tab-->Water Use Equipment Definitions-->Target Temperature Schedule cannot be greater than the setpoint manager in the plant loop that provides the hot water. As a visual example the setpoint manager here: 
should be greater or equal to the this schedule
