The inputs here are those required by EnergyPlus, so the efficiency you specify need to be consistent with EnergyPlus's requirements. Although the EnergyPlus input names don't say they are "seasonal" efficiencies, they are. The values you input represent the total seasonal efficiency of the entire heating and/or cooling systems.
