Installing the Visual C++ Redistributable library should fix things (at least for EnergyPlus, not sure about OpenStudio). Specifically this version: https://aka.ms/vs/17/release/vc_redist.x64.exe
Issue #9264 has been posted to fix the EnergyPlus installer.
